    No it's not. The bi-polar disorder is a manic depressive disorder which mainly affects the mood and comes under the category of mood disorders. Pressured speech is among one of the effects of the episodes of being bi-polar. During the mixed affective and manic episodes, pressured speech is affected but not in the way Ris Low talks. I presume she just didn't learn how to speak properly with clarity.
