i went to the wind temple first and i have to find makar and i cant find him at the forest haven

do i have to go to the rock temple first?

You don't find him in the forest, you look for him in a waterfall. I know you have to use the grappling hook to get to him. I don't know if you have to go to the Earth Temple first though.
