Well, the most expensive parts are the scanner system and the green laser. The red and blue units are direct injected so you can get a few hundred mW modules of those for about $30-40.
If you want to build one from scratch, you're in the $500-1K price range depending on the power and scan precision you want.

A 5mW laser would make these effects but not as bright. You need two things. A fog machine and total darkness.
You can put on a nice show for yourself with a couple hundred milliwatts.
