If I remember correctly, Iran was the level used for the Amiga demo. And they just dropped you right in it, no instructions or anything.
Which, oddly enough, made it more interesting for me when I was about 10 years old.

@Reaps51 Same with PC. Iran with no agents was a very good showcase of the game's sandbox aspect.
