Actually, the term enka is usually used to refer to music that incorporates more Western harmonies and instruments. If I had to guess, this might fall under one of the classical shamisen styles (kouta, nagauta, or jiuta) but since I've never heard the difference between them, that's JUST a guess.

I've looked around but can't find anywhere to buy the complete song. If you like the singing, try Ikue Asazaki. If you like the instrument (shamisen), the Yoshida Brothers and Agatsuma are well known.
This is the most beautiful song I've ever heard. I dont care if I dont understand the lyrics, its just as beautiful without that knowledge.

this style of music is amazing. i just found out about it yesterday when i saw the first episode with mugen drowning the first time.
if it IS enka, which i dont know, there is a modern hip hop artist called Jero who is reviving enka in japan, check him out
