This is T.Hawk Theme from Super Street Fighter 2 Tore the h*** up.

No.

Only Ryu officially has an "evil" persona (and it's just a "what if" character). Technically, it's not evil. It's just adopting Akuma's view on fighting (which is just cruel and brutal). No other character has a BS evil mode officially.

Un-officially, their is Violent Ken and Sunburnt Sakura in the crossovers though
