There are two types of anarchy, social anarchy and individual anarchy, left and right on the political spectrum, respectively. Both types can be seen in the epic movies of mad max. Max is the IA where the hoards are SA. Both are counter productive to society today.

To answer your question, of course people will control themselves. But to whose idea of order. I would do what I need to and your social click would take what they think they need to from the weaker in the name of survival. It's human nature.
