The song can be interperted in many ways. This paticular versoin I belive is about how God sees this woman in an abusive realtionship. No mattter how hard he tries to try and get her to see her life in the right way, she never excepts Him and allows Him to help her. Its like a father seeing their daughter go through it.

"As an angel hits the ground," means one of three things. She killed her self, got killed , or continues to waste her life away. I believe its the first one. Great song.
