Nope, the shield was made during the age of the Goddess. In Skyward Sword, Link obtains the shield from the Thunder Dragon while in Timeshift. Being the Ultimate shield of the game, it was most likely used by the Goddess herself while fighting the demons, but she entrusted it to the Thunder Dragon afterwards.
