You're a dip shit .. you know why ? You haven't expressed his anal gland have you ?? You've got to do that for Pugs and other small dogs as they don't have the muscle power in their structure to be able to empty the gland when they excrete. That's why he was doing that. He's not "playing" with himself. His anal gland is full and it burns and itches.

My pug does that too. It is because he itches, he has urine crystals! Though one time we went to a pug meet and he met a little lady and all the people there laughed and told him to put his "snake" away, even though he has been neutered his whole life... I love pugs.. :)

Interesting...urine crystals! My pug was diagnosised pancreatitis and dont think this can cause this "itching". He does that when he's excited somehow (not sexually though). Still a mystery!

my pug does that constantly! he'll actually go to the extent of going to his cage, hiding in the back and just go at it for minutes at a time. the vet said it was normal. we had him checked for some sort of itch problem/infection and he's 100% healthy! heh
