What programs do you use to mod? I'd like to start learning how to mod and know the basics but I don't know what programs to use to start building new units and such.

If you have GPGnet (the separate application used to play online) I believe it allows you to download and install the mod by going through what's called the vault in GPGnet. Otherwise, you would need to find a site that hosts the file, install it, and when you went to start a game, go into your mod manager and activate the mod.
I wish FA wasn't a pile of shit compared to Vanilla (optimization wise, NO idea what they did to fubar up the expansion when the original runs soooo well)
And no: I don't see the graphical enhancements in FA... it looks the same to me anyway.

I love naming various units. In the campaign, I always had an engineer patrolling my base, which I named "Scruffy".
It was very disappointing that they removed that in SC2

No the newest release of the mod is version 2.11,
And Supreme Commander 2 is released "2 march 2010".

well i have tryed to OC my cpu to benifit Forged Alliance, but I see no improvment :(
Note: Use Core maximixer it gives a good overall framrate in high res,

I just got the mod last night. Those explosions are epic - no doubt.
I just wish they'd make it for the original SupCom, as my computer doesn't handle Forged Alliance very well...
