There will not be more bots in the harder difficulties - nor will they have more hp.. I quote: "There is no change in the number of infected between difficulties, nor is there any change to their health. What does change is the amount of damage inflicted when the infected hit the Survivors, and that the Witch only appears on difficulties above Normal." (Difficulties: Normal - Hard - Expert - Impossible, according to ValVe forums.. Though different names in-game!).

you can spawn the ammount of zombies u want, in console for pc, look it up on youtube ull see ppl spawning 250 horde zombies.
