Actually, I see a certain probability that he isn't really crazy and he may even not have taken drugs - but that's one of the possible aspects of a parody - inducing blindness towards the main point of the parody and causing you to not see that it's actually just an act, or is it.
The song at 0:58 is Dragostea din tei played by the romanian band O-zone. I'm proud to say that i lived in that years when they were singing that song. I'm Romanian and proud:D
