Nice training, but your facts about ninjas are wrong. First of all; ninjas don't do trainings like what you demonstrated and second; ninjas are not warriors, they're assassins.
i could do 300 on each side and that's before i poop. in fact i can't poop UNTiL i've done at least 600 flags... but hey everyone needs to start from the beginning. it's the only way to get stronger until you get to where i'm at.. . but who knows maybe you'll never get there good luck being a ninja. i'm already in charge of a ninja army (around 600+) it's aight i guess the benefits are prrretty good (health insurance, 401k, etc...) i'll consider hiring you iF you got what it takes...

I'd say both. Having the weight of your entire body suspended outward places a great deal of strain on your arms and shoulders. And, naturally, you need to have a very strong core, as well. If your arms are strong enough to hold your entire body weight suspended outward and your core is strong enough to hold the weight of your legs suspended outward, you're then strong enough to do Human Flags. I guess the best way to find out is to go try it for yourself. Good luck.

Any suggestions on exercises that I could use to build up the oblique strength without actually doing the flag or tucked flag? Also, you should check out some other holds like the front plank, back plank, and planche.
