1)Look at the recorded history to present, and see which country of the 3 making claim to the Islands, (Mainland China, Japan and Taiwan) has been most aggressive

2)Take into account also the proximity of the islands to those 3 countries laying claim.

In my humble opinion most should go to Taiwan, and maybe 2 to Mainland China, and 1 to Japan as a gesture of good faith. Then move on and stop with the greed that has plagued mankind.

Seriously it doesn't take a trained eye to see what I just saw & the Chinese vessel knew full well that they couldn't outrun the patrol vessel in their little fishing rig.

There were times in not to distant history where that would have been considered an act of war on China's part.
