in the manga, they are 'always' girls. naoko takeuchi said she did not like the way the anime adopted her story by turning them into guys because her rule is only girls can be sailor senshi. however, in the anime, they are also 'always' girls, apparently, if you watch it til the very end. in the episode after usagi discovers seiya's true identity, minako actually says her crush on the 3lights is gone now that she discovered they are actually girls.

It just sucked because the inners were my favorite, and they were so underused this season, which is sad because it was the final season. I watched the first two immediately after i finished stars, so i felt like adding so many new characters 'spoiled' the show, cause as a kid, the inners were almost like real people to me. since its the last season, they shud have had a bigger focus on the inners one last time. but this is the one season where i enjoyed every episode.

Youdumb-asses, in the original manga storyline, the starlight trio go undercover disguised as boys & are actually girls. It's only in the anime they changed that idea. The starlights are transforming hermaphrodite scouts, switching gender back & forth. Of course the original sailor moon author wasn't happy with the idea.

In the anime, the Starlights are males who transform into females; this was a decision made by the company who produced the anime, not the actual artist who created the manga. In the actual manga, they are simply females who cross dress as males to conceal themselves while searching for their princess. The entire Stars season was never released in America due to homophobia and problems with the gender-bending plots of both the Japanese anime and the original manga.
