actually No everybody is allowed 720P quality your video just isnt meeting the new specifications of 640X360 and a good bitrate and or size of best which is

Audio: AAC 44100Hz stereo 232Kbps

Video: MPEG4 Video (H264) 1280×720

1280X720 do this to insure the ability of fmt 22 settings in which case this video is goof for fmt but not fmt 22
