I had this on tape before! But then I lost it. This brings back so many memories. I'm glad that this was apart of my child hood. All the cartoons now is crappy.
This was originally released as a Paramount "Noveltoon" in 1950- U.M.& M. reissued this on TV in 1956, refilming the opening and closing credits to eliminate the Paramount logos {there were some nice drawings of Audrey and her cookie friends during the original credits}. Mae Questel is "Audrey"; Jackson Beck is the "Radio Chef", the "Devil's Food" villain and the "Preacher"; Jack Mercer does the hiccups for the "Rum Cake"; at 4:20, there's a caricature of Maurice Chevalier, with straw hat..
This was the only cartoon distributed by UM&M-TV in 1950, because all of the Paramount cartoons from about 1933 up to 50 are distributed by UM&M.
This was at the time, Harvey Publications acquired the rights to the Paramount cartoons from 1950 to 1967 under "Harvey Films" and retitled "Harveytoons". "Tarts & Flowers" was not distributed by Harvey Films, it was UM&M.

The animator missing from the credits is Steve Muffatti. "G. Germanetti", of course, is George Germanetti.
