Yes, people is good but they don't treat foreigners bad. There is a lot of international students, my mom was a teacher in medical academy an there was a lot of intern. ppl. Education is fine. As for the cold it's not like Siberia but u'll need jacket, hat and gloves.English,ppl speak but not that fluent as another European countries
