As per the question at the end of the video; I don't know if it confirms anything, but it's certainly really weird. Honestly though, I could definitely see him commissioning that painting because it's the only legal way that he could be surrounded by naked children. And disguising them as Cherubs would be a very convenient cover for what he really may have wanted to see in it.
