Did he mean the executive branch when he said the fed @ 3:13 ? I think not because he says "other three branches". Does he mean to say that the Federal Reserve Bank is a branch of the government?

Senate write the laws, congress represent the people and the executive branch run the government

When he says 'they' he's making reference to the Federal Reserve and he is being sarcastic when he said they are more powerful than the 'other three branches'. Sarcastic but true. Since the Fed is private, they aren't covered by checks and balances.  Listen to what he says, it's some good info.
