You said in for 4 and out for 4? Yet, you didn't even go out until 2?
Also, when you're playing and in breathing exercises in particular, make sure you have a continuous airflow (never stopping the air when breathing or exhaling).

I love tuba with all my heart, but that is the ugliest tuba I have ever seen LOL.

The tuba studio threw it into a pool for a tuba toss contest.

Ha ha, it is quite rare, good ole rotary valve tubas...
It was the last tuba available for my tuba supplemental instruments class. Fun to play, but the valves kept falling apart.
