Technicly you're both right, it is a self buff as nobody else cast it on him that is true but at the same time a potion is technicly not a buff as it's not a castable spell but a effect granted by consuming. Others may not agree and say "Everything that is positive on you is a buff" I dont agree to that but this is just my opinion.

@AruhiTheGreat That is very likely, however there is a cap to haste as to how low attack speed can get and then there's the haste "cap" for spells which is that your GCD won't go below 1s. This will ofcourse change if your affected by a status change that increases your speed by % and not by haste, else it would render Blood Lust / Heroism useless for some classes. Anyways I don' know the exact number of the attackspeed cap but I think it's around 0.3-0.4 and 0.04 is a "tad" bit under that :D

The video is not sped up, It is NOT a private server though. At about 0:18, Quick Shots, Drums of Speed (strangely enough, these increase RUNNING speed), Haste (haste pot), Rapid Fire and Beserking (with 100% hp) Simultaneously Activate. That adds up to uhh... not sure... no exact answer here... lets say... 5%(quick shots), 38%(pot), 40%(rapid fire) and 10%(beserking at 100%). Which is roughly 92% bonus to attack speed (and this doesn't include his initial haste). Making it PLAUSIBLE!
