Their wages are justified by managment saying they will have their income supplimented by tips so that it is enough to support them. By not giving tips the bartender then has to figure out a way to live on practically nothing.

If you don't make that hourly rate per shift, it is up to the employer to reimburse you to make it even with minimum wage. @MCHamed I think the point is they were being annoying and completely drunk. Technically, no establishment (bar, restaurant, etc) is supposed to serve you if you are noticeably intoxicated. The point of of a bar is not to get drunk-- it's just a side-effect that is extraordinarily common. :)
