This can mean quite literally "A Swedish tiger" or "A Swede stays silent." This was part of a very famous WWII propaganda campaign to urge all Swedes to keep quiet (especially to foreigners) about anything that could damage Sweden's neutrality since there were a lot of spies about. The well-known image was that of a blue and yellow striped tiger too. :)

I'm from South Carolina, and I can say our culture just in this one state is vastly different from other states' cultures. (For instance- We're REALLY polite where I'm from, and a lot of people from up north in America are either offended or uncomfortable with how I speak to them, because they're simply not used to it.)
