It's lag, and it happens when someone is standing close to behind a wall, like that branch. It happened to me before, when I was playing with my friend. Then I went over to my friends house and watched the replay from his TV, on his xbox, my sniper shots were hitting the wall he was beside, but on my xbox it showed them hitting him in the face. So yeah, it's just lag that shows your bullets hitting something, when they are really hitting the wall next to the guy instead.

For those who have no idea about how mutliplayer networking is done in games, any GOOD programmer would allow a well designed dead reckoning algorithm, as well as server persistence so that any time a client with low ping sees something happen (ex, a head shot) it is what is actually happening on the server, so the person who is lagging is the unfortunate one. Bungie somehow couldn't afford such programmers which is why you have script kiddies lagging their networks because they aren't any good.
