Probably cause she wasn't thought of in KH2. And it would be weird for Riku to never mention her in KH2.

I think she was thought of before KH2 was even announced. Or at least someone he should forget about in that moment. Because he was slowly losing memories is the reason why he did not hit Roxas while falling down the scyscraper. So some part of Xion must already have been thought of when KH1:FM was released.

thats right dark nomura stated that he had an image in his head of her when they were making kh2 in fact xion influences roxas to leave the organization as roxas got weak xion grew stronger they are connected

Not really... he feels Xions presence through the Oblivion keyblade because it is her keyblade.
