To obtain the hokage naruto you must go to the mount myoboku and press (O) in the statue in the house of the toads

For get all the others characters, use 2 dualshocks and win battles in 15 seconds, when you arrive to 550000-600000 storm points you get Minato, Lars, Taka Sasuke etc.

If u win a battle in 20-10 seconds you get around 10000 storm points

@greatkilla5000 you can get Lars by getting 600k sp, Bee by getting 540k sp (i think), and Minato by getting 580k sp. You can just get that by having 2 controllers and going to free battle to farm some SP. Its like 9k per match that way. Hokage naruto is inside the old toad's house at mount Myoboku (you can get there post game by talking to the toad in front of the hokage's room. Then just pray to the statue in side the house i mentioned.

@ciaranfinian once you finish story mode. go to the entrance to the hokage mansion theres a frog there that will take you to the frog mountain which I will not etempt to spell. Go inside the big house/building thing and pray to the frog statue inside. Be sure to talk to the old lady frog too, you'll get a title.
