Umm.. it's not that hard to figure out guys. That woman was a plant. Why do you think the other one was "too short". They always do that to add confusion. There were two people, a (most likely) midget underneath the long black suspicious looking dress, and then the woman who was born w/o a coccyx (who generally look like they're cut in half).
She was simply strapped to the short person beneath the dress, who's been trained to walk in a manner that makes it look like his/hers legs are longer than they really are beneath that dress. That's why her body is weird looking, the feet are short and stubby, and the camera angles are always odd. They don't show the legs sit up, because it'd be obvious someone was underneath.
