The officials actually don't clean that sort of thing up themselves. They usually get the city or the person who owns the lot to do it themselves or hire someone to do it (like the Crime Scene Cleaners for example). Once the officials are done processing evidence and what not they don't clean up the mess. They didn't make it after all.
