In Washington state, Seattle routinely steals state-wide elections from the rest of the state. It got so bad in the last gubernatorial election that every time she was going to lose, they "found" more ballots to count. Giving her just enough to win.

Good points, I think this SOS is pretty smart by leaving out general assembly guidelines so that observers would be booted out. If it happens in Florida, it will be in Miami, Palm Beach and Borward counties. Florida's SOS is pretty good though.
