Your description is completely inaccurate, though. Not only do the end credits clearly say "Soyuzmultfilm, 1983" (not Kievnauchfilm), but I don't see how this is propaganda. As far as I can tell, it's just VERY WEIRD.

Well we know its Kievnauch'film because of first 2 seconeds of the pre-credits. Says Soyuzmultfilm and Kievnauchfilm, both. We also know its Kiev because of the cardboard collage style that they've been doing since mid 70s

This may not be propaganda like in 70s and 60s cartoons, BUT, this is clearly socialist social commentary.

Notice how the young couple is surrounded by all the consumer oriented commercials and ads, many of which are from foreign countries, in English. Then they run away from the celebrities. Then they run away from some kind of socialist government rowing club. At the end its just a boy and a girl with minimal distractions, just the sea behind them. Theyre happy without material things.

I must add more. This cartoon shows how the couple gets married, and they're bombarded by all the relatives who just want to get to eat tasty food and snacks at their wedding. Then, they're forced to start accumulating luxuries in form of furniture , apartment decorations, etc. Later we see American Jeans attacking them. Also notice that a dress and a suit are applied to the couple, both of which look out of place.
