Because some people do not want to be helped and will never lift a finger to do any work to pay for their own food. Some people are just lazy and either want someone else to be forced to labor and the fruit be given back to the lazy person, or they will take the fruit of labor from someone else by theft. Anything the government gets involved in is a disaster. Case in point, the housing crisis in the US which has a great deal to do with our current economic situation. The government said that it was "unfair" that banks required a certain history of repaying loans to get a mortgage. So they relaxed the lending laws and millions received loans that could never repay them. This led directly to TARP, investment banks tanking (because they had investments in the housing market) and unemployment.
"Employment centers" only do retraining. They don't keep economic growth up or employment up. They only work AFTER someone is laid off, and the person has to report to the center to get benefits.
Beveridge, what a dumbass. Government can't do any of these things efficiently.
