@Z7ONY It's a basting stitch. It's optional because you will have to take it out, but it's easier to keep track of the scallop, instead of depending on the chalk markings. If you mark the fabric darkly enough, you can choose to skip this step.
I got the fabric from Joan's remnant section, actually. It was definitely a steal! =]

at 0:36 what stitching are you supposed to sew? and where do you get that kinda quality cloth from?
btw nice video, i never knew hemmed skirts could be made from a single cloth.

@ItaLy01BaBe Should be about your waist-length minus approx. 4 inches (or whatever is comfortable) so it fits snugly.
