No he didn't. 3rd seats don't  have a limit on their power in the Human world. Plus, he WOULD be Captain level if he actually trained his Bankai but he doesn't

correction the limiter is placed only upon those of captain or vice captain status and ikkaku being a third seat would not have had the limiter placed upon him initially either way

@imhungry4444 he didn't have the seal on him because only shinigami with rank Lieutenant or higher get that seal when they go into the world of the living, but ikkaku is 3rd seat so they let him go without a seal!
