It's a plasmaphone in which sound is generated by matter in its fourth state (plasma) but the surrounding medium is water. That's what the trays of water are for; here each note has its own tray of water. The hydraulophone obviously works underwater too, so its surrounding medium can be water or air, but in either case the sound comes from matter in its second state (water). This just shows that the surrounding medium is a second variable in addition to the sound-production medium.
