They do that because they can't blink. And when you blink you lose the time of what it takes to look at the other object. The human looses about 40 minutes a day due to that reason. Therefore, the chicken cannot loose time and that'y why it moves it's head frantically when it decides to look around.

@spawn1082 To my knowledge they do this because they have poor depth vision. When a chicken is moving they constantly hold their head stationary (it's not moving backwards as most people think) so they can better observe their surroundings for predators etc. This is alot harder when your head is constantly on the move. You may have noticed that their are moving their head with "shocks" too when they are standing still, which is because they can more easily move their head than their eyes.
