There was an attack in 1993. Do I expect the people in the WTC to have taken that into account when deciding to work there? Of course not, just like I don't expect the people in New Orleans to anticipate the levies breaking. The problem with your volcano example is that there isn't a way to block the lava flowing, unlike in New Orleans with the levies that people trusted. Just like people trusted the WTC wouldn't be attacked again. As for rebuilding, should we stop building skyscrapers in NY?
