The earth moves all the time. Hence after such a long time underground pipes can break. That is why the sewer, even recently replaced ones is made out of poored concrete segments to still allow flow over vasts amounts of years without requiring constant maintenance to keep things flowing.

@mojinoman They have blower trucks with large hoses that blow air into the sewer they are in. You wouldn't want to go in without one, it's a sewer after all and sewage produces methane, fortunately it's lighter than air and doesn't collect in large amounts ^_^ but the roofs of the sewer would have some collected in high spots

Pretty much all major US cities have at least part of their sewer system as combined. My understanding is that replacing the older combined systems in some areas would cost a fortune and/or be impossible.

All the counties of Southern Cal-Los Angeles, Orange etc. have completely separate systems for stormwater and wastewater . There was little need to overhaul anything because most of the urban infrastructure was built after sewage-treatment technology matured. The CA beach-going crowd wouldn't be very happy about CSO discharges with every rainy season.
