This is just a theory. This OVA didn't really explain what exactly were, But I think Black Rock Shooter and The Deadmaster are Shinigami's. Or Grim Reaper as we know it. I've been reading the Mangas. Just the way that impure souls react to BRS kinda makes it seem possible.
