Yes it can, but only if you play with roms :/ Though if people can extract games from gamecards, maybe there's a way to get a rom with japanese voices on a game card too.. (I have no idea how though)

I'm just saying it makes total sense the english will not have voice acting since their was none in the 2nd english one when their was in RnR2. The probably wouldn't of even used the voices from the dub in the 2nd one, they didn't use the voices from the english anime of EXE in EXE5 double team, and they canceled the dub series anyway, overall it would make no sense to see voice acting in the english 3rd one since the 2nd english one didn't. I prefer japanese anyhow, english sucks.

Yes, I am getting Rockman 9, it is probably going to be something so great that capcom hasn't done for Rockman in years, I believe this will be a GOOD game, and if anyone disagrees about it being 8-bit(Having its on console game would be fine though as other side scrollers have been made, so it deserves its on console) game, then can suck shit, their going back to their great roots, and it shall kick ass.

is it true that this game in jappan connects with something like a cell phone or the huntervg toy ( it that what the new starcarrier thing called)?

Yes the new device is called a Hunter VG, a cell phone, only Japanese cell phones, will be able to read bar codes in the game for somewhat extra crap, in Japan cellphones can read bar codes, so no it will not be a feature for American cell phones or in the American version.

I don't own the first game in Japanese, but if I did I could of connected it to the Japanese Lunar Knights allowing me to get them for brothers and some more crap along with a side quest in Ryuusei.

yeah dude, sometimes if you go on japanese websites you see these square barcodes that cell phones take a picture of and then that links them to a website. But they might have voice acting like in BN5 double team, but I guess that was just so that DS owners of the game could brag to the GBA owners that their game has voice acting
