with the same rider riding each vehicle, I would say on the flats and downhill it would be faster due to the better aerodynamics, on the uphill slightly slower due to some extra weight, on average, faster, that's why they set the world human powered land speed record in a vehicle like this, although with only two wheels.
This looks like a very urban-suited vehicle. Most velomobiles are very close to the ground, with this one speedbumps and steep ramps won't be a problem. Does it have suspension?

Yes, speedbumps and ramps are no problem, and there is lots of cargo room. Yes, it does have a leafspring suspension on the back wheels.

that's from the suspension - no I haven't had any stability problems while turning, of course I haven't taken corners all that fast either.
