jorge is the best because hes a SPARTAN 2 NOT A SPARTAN 3!!!! all the spartans but cheif and jorge were 3s the 3s were a lighter more ninja style spartan while the 2s had production flaws their bones would bow from muscle enhancers and they didnt have shields until coveant sheild prototypes where captured so jorge is the best by sheer will
