Although its probably consisted mainly of 'underground' people placing large illegal street bets, the winner get a BIG cut in the side of the bet OR if the loose, they walk home busted up. Thus Illegal fights, Higher Risks + illegal = More pay, Lower Risks + legal = Less pay.
