This version didn't come out until 1982, after the original "Der Kommissar" was released in the U.S. earlier that year. After the Fire (ATF) is a British band that was active from '74 - '82, then came back in '04. Watch the original Falco video. I'm sure it's on the right side of your screen.

No "der Kommissar" is not Russian. They maybe use the same word for it but as the original version of the song was sung by an austrian person it's German.

Its means summing like a police men in that case.

In the German version some parts of the lyrics are about snow and summing about "her nose" so i guess it has summing to do with coke... and probably about not wanting to geht caught with it by the police (kommissar)
