does anyone know why some of the cars have black wheels with a silver hub cap and some have normal standard wheels, that are all silver??

Typically the cars with full wheels are used for patrol, while the cars with silver hubcaps are used for pursuit. Also, the hubcaps literally fall off of police cars rather quickly. Nature of the work.
