my dog had that problem when he was 2 weeks. he didnt want to come down, so he started crying. then our bigger dog rescued him, carried him 2 steps down, and showd how to go. still the pup didnt wanna go. bigger dog came next to him, and then the pup started walking down, bigger followed him next to him. i think he was making sure that pup would not fall down
