It is funny.
These civilians are armed but, still considered a 'soft target'. LOL.
They need to learn (at least) the basics - if they're going to put themselves and their team in harms way.
Even troops stationed in Iraq - who ill equipped took time to mail a letter home *requesting kevlar from their worried family.
