Either get a DIY manuel and build an HHO Generator (easy), or buy a pre-manufactured HHO generator and have a mechanic install it for you.(even easier)
Just make sure you also get an EFIE or MAP/MAF sensor ehancer to trick your car's computer.
you are gonna hear alot of comments on either way, before or after, i'd say try it before, cause it will have an effect on the ecu and the fuel imput... and if you arent liking it, go ahead and move it... not like its difficult...

does it matter if you have an aftermarket cold air kit and or a functional ram air that forces outside air into the airbox?

Actually a cold air intake will probably help.
Do you have a K&N air filter, those are good too for raising MPG.
For most intake systems, the best place to inject the HHO gas is a spot close to where the intake hose connects to the intake manifold.
