Unlike the East, in the West you have to win more games than you lose, and sometimes that isn't enough. If Cleveland, Toronto, Washington, Philadelphia, and Atlanta were playing in the West, they would even be in the Playoffs. The East was pretty much just given to the Celtics, they didn't have to earn it.
